Mountview Building Project
Phase One: Feasibility Study and PDP Development
The Massachusetts School Building Authority (MSBA) will cost-share on the project with Holden only if the adopted solution conforms to MSBA guidelines, reflects and supports the educational programs of the District, and yields a 50-year building structure. 

In order to address the cost-share criteria, the project team conducted a feasibility study to propose viable solutions. A Preliminary Design Program (PDP) was submitted to MSBA on August 14, 2012 describing the project overview, educational programs, space summary, evaluation of existing conditions, site development requirements, and preliminary evaluation of alternatives. These alternatives included:

  • Do nothing
  • Minimal repair
  • Moderate repair and updates
  • Full renovation and addition
  • Build new on new site
  • Build new on existing site

Of these, only the following three options meet MSBA's key criteria for cost-sharing with state funding:

  • Full renovation and addition
  • Build new on new site
  • Build new on existing site

The Mountview School Building Committee voted to continue studying these options. The Committee will discuss data, findings, and recommendations of the PDP at a public hearing on August 28, 2012 at 7:00pm at Mountview Middle School. ​

Phase Two: Feasibility Study and PSR Development
The Preliminary Schematic Report (PSR) further develops the following three recommended solutions meeting MSBA key criteria:

  • Addition/renovation
  • Build on new site
  • Build on existing site

A preferred solution will be adopted on September 11, 2012. ​
Phase Three: Schematic Design and Cost Estimates
The MSBC recommends construction of a new building on the existing site and the State Board recognizes this as the optimal solution. The State Board authorizes proceeding to the Schematic Design Phase. Following this authorization, schematic designs are rendered and cost estimates are filed with the State. 
Phase Four: Funding Authorization
The MSBC anticipates receipt of State commitment to partially fund the project and authorizes the MSBC to proceed to seek town approval for the project. On April 8, 2013 a Special Town Meeting will be held to approve the project. Following that, on April 11, 2013, a debt-exclusion ballot will be held to exempt funding for the project from Prop 2 1/2.  
Phase Five: Construction and Opening
Contingent upon Town approval for the project, construction will start in the spring of 2014. The new Mountview Middle School will open its doors to students in August, 2016.
